2. Full-scale University Reforms
In order for NTU to join the ranks of the world's top 100 universities, every aspect of the institution must be transformed. We selected the University of Melbourne of Australia as our model for future development. This in mind, we held the first Top 100 University Strategic Planning Meeting in September 2005, at which we conducted SWOT (Strengths, Weaknesses, Opportunities, and Threats) analysis, discussed NTU's Mission, Vision and Core Values in the New Era, proposed a series of policies under the theme "Development Direction and Strategies in Pursuit of Our Mission," and conducted a total makeover program based on Premium Education, Resource Conditions, System and Environment, and Key Breakthrough Outstanding Research. A brief description of each targeted component follows:
2.1. Premium Education
Leadership development, general/common curricular reform, club and character education, university-wide curricular structural adjustment, motivational teaching, resident expert program, English-language curriculum, Teaching and Learning Development Center.
2.2. Resource Conditions
Transform Communication Program, Campus Environment Enhancement, Fundraising Energy, Alumni Relations.
2.3. System and Environment
Personnel and accounting regulations review and transformation, strengthen college-level resources and personnel allocation rights and responsibilities, introduce manpower with special skills from outside, university aff airs meeting structure reforms, academic administration executive selection system at all levels, research professor system, new faculty accommodation system, performance-oriented fl exible pay, international environment.
2.4. Key Breakthrough Outstanding Research
Research incentive system, research selection mechanisms at all levels, strengthen interdisciplinary / innovative research center; attract top quality people.
In order to promote aggressively the various measures of the "Aim for the Top University Project" and overall renewal project, and to bring students and faculty across the university together towards the objective of becoming a top 100 university, during October and November of 2005, NTU president Dr. Lee Si-Chen led executive management in conducting symposia at the university's 11 colleges to listen to the recommendations of students and faculty around the school; in addition, weekly administrative meeting were held at which Level One implementation unit managers exchanged views on implementation. At the same time, review and revision of the first Strategic Planning Meeting project was conducted at Executive Strategy meetings held in May 2006 and February 2007. In addition, in order to learn more about implementation at various levels, the university tasked the Commission on Research and Development to convene a quarterly executive unit progress review report meeting to oversee progress across various units.
