C. Operational Level

1. Implementation and Control Mechanisms

In order to employ effectively Ministry of Education supplemental funding and implement strategies in line with the principles of goal management and performance management, NTU has instituted a strict performance control mechanism structure on campus, as detailed in Figure 3. The ATU Project Advisory Committee is composed of experts based in Taiwan and overseas, tasked to provide input and advice regarding the objectives, content, and expected results of ATU Project; input and advice on allotment of program resources; suggestions on the contents of the proposals submitted by Level One implementation units and priority allotment of program funding by item; counsel on other overall school development policies. The tasks of the ATU Project Implementation Controls and Performance Evaluation Committee are to oversee the implementation of proposals by Level One implementation units; to evaluate issues related Level One implementation units' annual performance; to assess measures governing implementation control mechanisms formulated by Level One implementation units for the program and offer recommendations; to ev aluate measures related to performance ratings mechanisms for conducting the program outline by Level One administering units and off er recommendations.

Under the operation of this mechanism, each strategy, measure, and implementation item undertaken by NTU in 2006 and 2007 is subject to strict controls and implementation.

As outlined in the ATU Project Implementation Protocols, participating Level One administrative units for the ATU Project include various Colleges, the Office of Academic Affairs, Offices of General Aff airs, Offi ce of Student Aff airs, Offi ce of Research and Development (R&D Board), Offi ce of International Affairs, NTU Library, and the Computer and Information Networking Center. Its functions and responsibilities are allocated as follows:

1.1. Human Resource Structure Improvement Program

1.1.1. Professor classification, chaired professors, faculty, technical and post-doctoral manpower: Assistant Dean of Academic Affairs convenes Office of Academic Affairs, Office of Research and Development, Personnel Offi ce, Accounting Offi ce and related units to formulate relevant measures. The Dean serves as executive secretary.

1.1.2. Flexible pay scale: administered by the Offi ce of Research and Development; draws up relevant measures in coordination with Personnel Offi ce, Accounting Offi ce and related units.

1.2. Upgrade teaching measures

Administered by the Offi ce of Academic Aff airs ; draws up related measures in conjunction with related units.

1.3. Infrastructure improvement

Vice President convenes the Offi ces of General Aff airs, Academic Aff airs, Student Aff airs, Offi ce of Research and Development, NTU Library, Computer and Information Networking Center to prioritize undertakings; if necessary, enlist participation of College deans; Dean of General Affairs serves as executive secretary.

1.4. Academic internationalization promotion

Administered by Office of International Affairs together with related units; draws up relevant measures for university and colleges.

1.5. Progressive & High-risk Program

Administered by Office of Research and Development; formulates related measures.

1.6. Full-scale Academic Field Upgrade Project

Administered by various colleges; establishes a special task force to formulate related measures. Office of Academic Affairs sets budget appropriations, to be implemented upon approval by executive meeting.

1.7. Excellent Research Projects of National Taiwan University

Administered by Office of Research and Development; reviews target fields proposed by research centers at all levels, liberal arts research institutes, and colleges and sets priorities.

1.8. Tactical school support

Under university president's control and operation. The above-listed Level One administrative units should establish administrative control and performance evaluation measures and submit an annual proposal, to be implemented upon approval by the University Advisory Committee.
