3. ISO Quality Certifi cation for Administrative Units

As NTU moves towards its overall goal of becoming a research-oriented university under its plan to rise to the level of a world-class university, administrative units are constantly conducting research and promoting innovation in order to raise service quality as a means of supporting the goal of developing campus aff airs. To this end, administrative units have moved at an accelerating pace from simply handling administrative work in the direction of a proactive business management approach in which service is oriented towards customer satisfaction. Since the introduction of the ISO 9001 quality management system in 2002, internal and external audits of the ISO procedures and working standards of each administrative unit within NTU have been conducted. The Offi ce of General Aff airs received its quality certifi cation in 2003. The Computer and Information Networking Center and the Office of Academic Affairs qualified for ISO 9001 quality certification in 2003 and 2006, respectively.

4. Reform Programs for Campus-wide Personnel System

Following an evaluation, a task distribution table with a total of 32 items has been drawn up for all levels of faculty evaluation committees to be provided as a reference for the revision of regulations on the NTU campus. Guided by a principle of performance-based pay, an equitable flexible salary system has been drafted in order to maintain and attract outstanding faculty and boost academic research, qualitatively and quantitatively. Subsidies for distinguished professors were introduced on August 1, 2006 and the "Working Guidelines for the Provision of Additional Allowances to New Professors for Instruction and Research" were formulated. In the area of fl exible hiring, the "Implementation Guideline for Teaching and Research Personnel for Professional Course Plans" have been formulated to meet the demand for instructors and research personnel and more eff ectively use the number of personnel already on campus. "Management Guideline for the Hiring of Contract Personnel" has been drafted for establishing a management system for the hiring of contract personnel. As to personnel regulations, so far in 2007, additions and/or revisions have been made to 16 regulations pertaining to NTU personnel in order to develop campus aff airs. Procedures have been simplified for eight items, including applications for certificates of employment for professors and staff and application cases for professors intending to go abroad to lecture, conduct research or pursue advanced studies. A total of 14 English classes and special lectures have been off ered in order to quicken the pace of internationalization at NTU and improve the English-language skills of administrative personnel. Moreover, with the goal of raising the percentage of personnel that pass the English profi ciency exam, a collective English exam for administrative staff is scheduled to be conducted at NTU on November 3, 2007. A total of 28 educational training classes, lectures and off -campus benchmark study classes have been held to improve the professional knowledge of staff members. Furthermore, in order to promote the physical and mental well-being of academic and administrative staff and other employees, planning for six "exercise and health excellence projects" to be held through the end of December 2007 has been completed. The "Improvement Plan for Health and Welfare Measures," "Implementation Guideline for the Maintenance of the Physical and Mental Health of Academic and Administrative Staff and Other Employees" and "Management Principles for Civil Servant Health Examinations" have also been formulated in order to give academic and administrative staff and other employees greater autonomy over the management of their personal health and create a healthful working environment.
