2. Establishment of a Comprehensive Computer Network for Administrative Aff airs

In September 2005, NTU's secretary-general formed a digitalization task force with members from relevant units for the purpose of creating a completely digitalized campus, boosting administrative performance and advancing the quality of services. The task force is charged with actively promoting the digitalization of administrative affairs by adopting strategies that will integrate and jointly develop similar systems, grant priority consideration to the expansion of services and strengthen targeted services. The digitalization of 19 systems has been completed, including in the areas of teaching services, learning services, general affairs, research and development, personnel and accounting. Some of the task force's outstanding achievements are listed and described below.

Network-based system for student graduation-related procedures: This system allows the approximately 10,000 students graduating from NTU each year to search for up-to-date information concerning graduation. It saves students the trouble of running between numerous offi ces and frees them from having to handle graduation procedures during limited office hours. This system has greatly simplifi ed administrative procedures.

Digitalization of learning services: This program integrates the university's vast and diverse resources into a single-window service for students. The Student Information Web Services web site was established as part of this program in July 2006. The site integrates and makes public a wide range of information, provides a user a simple and convenient channel for communication, offers instant search services to professors and students through a user friendly interface and creates a rich and diverse database of campus-living information for students. A total of 370,000 visits to the network have been logged as of August 2007. It has reduced the time spent handling documentation by over 50 percent. In addition, the NTU Portfolio web site has been established, allowing NTU graduates to go online to print out resumes to be used in their job hunts.

Digitalized billing system: This system has simplified billing procedures, reduced paper usage by approximately 2 million sheets and led to a decrease in error rates. Furthermore, the number of copies required for billing for routine expenses, such as salaries and operations, has been reduced from eight to six; the number of copies for property or goods valued at NT$6,000 or less has been cut from 19 to six; and the number of copies for property or goods valued at NT$10,000 or more has been reduced as well. This system has thus brought a manifold increase in overall benefits.

Official document tracking system: This system maintains accurate control over fi les for official documents from their creation to their archiving and keeps administrative personnel up-to-date regarding their document timing responsibilities. It prevents delays that might result from human negligence by sending messages of increasing levels of urgency to the personnel responsible for each document. Moreover, by providing statistical data of management value, the tracking system makes it convenient for managers to remain clearly informed of the time effi ciency of staff handling documents as well as each administrative unit's performance in handling documents.

Other special programs currently under implementation include: Personnel 2.0, a public safety management system, Stage 2 of the English website, the implementation of electronic diplomas, the computerization of administrative operations, a reservation system for athletic facilities, Stage 2 of the computerization of the billing system, an electronic cashier system, a management system for the borrowing and return of graduation caps and gowns, a two-tier recording system for documents, an English interface allowing students from overseas to access the application system for grants, financial aid and scholarships, a poster system, and the establishment of a task force in charge of outsourcing a management system for official documents.
